Recently, problems have been reported in deploying an emergency
reserve parachute from the tube-container of this harness.
It is apparent that many reserve parachute inner bags prevent a correct
emergency release, even though they may have passed a compatibility test.

The tube container deployment problems were caused by the following:
The compatibility test for the emergency reserve parachute when combined
with the tube container was inadequate.
Through small changes to the correct configuration (e.g. by looping the
deployment handle through a different attachment point to the inner bag)
deployment may be made more difficult or in some cases impossible.
Increased frictional forces may be experienced during deployment when
using inner bags which utilise a bag-chute to help opening. Bag-chutes
(gauze/nylon construction combined with possible short line constructions),
when mounted on the top or side of the inner bag create frictional
problems and hence require greater deployment forces.
In both cases a successful deployment may be hindered or made impossible
in particular for example in an extreme spiral dive, when the induced
g-forces are acting against the emergency parachute deployment direction.
The force required for deployment may in such cases, exceed the testing
criteria of 7 kg.
Not affected by this problem are the following named emergency parachutes
with inner bags manufactured from June 2000 onwards (see picture 3).
These inner bags have been specially designed for use with the tube
container in the above harnesses, and when installed correctly
and having passed a compatibility test guarantee a correct deployment.

In agreement with the manufacturer Skyline,
the DHV has issued the following safety advisory:
The above named Paraglider Harnesses may only be used with an emergency
parachute of type Skyline Survive when in combination with an inner bag
which has been specially designed for use in the tube container.
Other emergency parachutes may only be used in combination with these
harnesses providing they are mounted in external front containers, and
must not be used in the integrated tube containers.
This airworthiness advisory applies from the date of publishing in the
News for Paragliders and Hang Gliders (NfGH).
The precautionary safety measures must be implemented
before the equipment is flown again.

Skyline has modified reserve containers on the above named hanesses.
The modifications have sucessfully passed the necessary DHV certification tests.
The Airworthiness warning from 23.09.2005 has been supplimented as follows:
The Airworthiness warnings issued for the two above named harnesses are
no longer applicable, providing the harnesses have been modified in accordance
with the Modification Certification issued on 27.03.2006 by the DHV.
Modifications are to be made by Skyline.

Il ressort que plusieurs types de parachutes ne parviennent pas à sortir
correctement de la sellette. Cela vient du conteneur interne du parachute,
qui n'a pas toujours été concu pour etre dans un "Tube"..
Les modeles qui ne posent pas de probleme sont les conteneurs qui ont été
livré depuis juin 2000 avec les parachutes suivants (voir photo):

Le DHV, en accord avec Skyline, recommande donc de ne mettre le parachute
dans le conteneur tube de ces sellettes que s'il a été concu pour cela
(cf liste ci-dessus).
Sinon, il est imperatif que le parachute soit dans un conteneur ventral.
Skyline propose un prix special à ceux qui veulent échanger
leur sellette ou leur secours.

In der Vergangenheit traten wiederholt Probleme beim Auslösen von
Rettungsgeräten aus den Tube-Außencontainern der genannten
Gleitschirm-Gurtzeuge auf.
Es hat sich erwiesen, dass die Kombinierbarkeit der Tube-Außencontainer
dieser Gurtzeuge mit vielen Rettungsgeräte-Innencontainern problematisch
und eine einwandfreie Auslösbarkeit auch nach erfolgter
Kompatibilitätsprüfung nicht in jedem Fall gewährleistet ist.

Von den Auslöseproblemen nicht betroffen sind die nachfolgend genannten
Rettungsgeräte in den seit Juni 2000 integrierten Innencontainern
(siehe Bild 3).
Diese Innencontainer sind speziell für die Verwendung in den betroffenen
Gurtzeugen konstruiert und gewährleisten, bei fachgerechtem Einbau und
durchgeführter Kompatibilitätsprüfung, eine einwandfreie Auslösung des
Rettungsgerätes.

In Übereinstimmung mit dem Hersteller, Fa. Skyline, erlässt der DHV
folgende Lufttüchtigkeitsanweisung:
Der Betrieb der genannten Gleitschirm-Gurtzeuge mit Tube-Container
wird auf die Kombination mit Rettungsgeräten Skyline Survive mit dem
für Tube-Container optimierten Innencontainer beschränkt.
Andere Rettungsgeräte dürfen in den Außencontainer der Gurtzeuge nicht
eingebaut werden.
Eine Verwendung der genannten Gurtzeuge mit einem externen Außencontainer
(z.B. Frontcontainer) ist weiterhin möglich.
Die Lufttüchtigkeitsanweisung tritt mit Veröffentlichung in den NfGH in Kraft.
Die Umrüstung der betroffenen Gurtzeuge auf die zulässigen Rettungsgeräte
oder auf einen extern angebrachten Außencontainer muss vor der nächsten
Benutzung erfolgen.

Die Fa. Skyline hat eine Änderung des Rettungsgerätecontainers bei
den oben genannten Gurtzeugen vorgenommen.
Die Änderung wurde vom DHV nach positiver Prüfung genehmigt.
Die LTA vom 23.09.2005 wird wie folgt ergänzt:
Die Lufttüchtigkeitsanweisung für die Gleitsegel-Gurtzeuge der beiden
oben genannten Muster wird aufgehoben, wenn die Umrüstung des
Rettungsgerätecontainers durch den Hersteller,
gemäß der Änderungsgenehmigung des DHV vom 27.03.2006 erfolgt ist.
Die Umrüstung des Rettungsgerätecontainers wird von der Fa. Skyline vorgenommen.
